This study for the City of Perth looks at the opportunities and costs of setting up a chillout zone to assist intoxicated people in Perth’s premier entertainment district.  Whilst the proposal did not come to fruition in the City of Perth, the study may be a useful model for others where land costs are not so high or where existing facilities may be available.
